IntentArchitectPackager to validate TemplateId/DecoratorId/etc is present

Since Templates have TemplateIds for Templates, DecoratorIds for Decorators, etc. that is specified in code and in the imodspec, can we have the IntentArchitectPackager verify that the Ids defined in code and the ones defined in the imodspec exist and are matching? (in case you did refactorings and you forgot to update the ids in the imodspec)
