Add possibility to set different limits for schematics to create (using permissions)

Right now it is only possible to set global limit for everyone (in config file: per-player-file-num-limit: 10)

It would be nice to add option to override this global limit with permissions to allow different ranks have different limits.

Are there any alternatives?
