Manage ACE reloads officially

If someone git pulls the upstream branch to their instance and new module(s) were added to the upstream that the person doesn't have locally, ACE will pop an internal server error and they'd have to look through their apache logs to see that they're missing a new module. So, we need to create an official ace reload command that will perform environment checks and report any problems to the user. If the environment checks out, the reload command will go ahead and restart apache2.

Also a thought, installing ace as a service so we can "sudo service ace restart/reload"... need to weight the pros and cons of having an ace service verse an ace reload command as part of this feature request.
