I think we can safely abandon the idea of API-9 docs, we barely had any releases for it. This can be bumped forward to Sponge API-10.
For reference, PR #3711 is where 1-3 of this went to roost.
If (4) is unlikely to be resolved, we can close this issue. At least we have WE working on both SpongeAPI8 platforms, even if they happen to be different versions.

This sort of thing usually needs forge-level tinkering to accomplish. _CustomMobSpawner_ and _JustAnotherSpawner_ handle mob spawning (and denial thereof), but don't involve regions or permissions. This seems to be uncharted...
Ownership (and possibly rental) of regions is in the plan, but Foxguard needs to finish refactoring to get there. As for your second request, it already exists: https://github.com/FoxDenStudio/FoxGuard/wiki/Elevation-Region
