Anonymous calls from city payphones

Summary:

Adding the possibility to call anonymously from city payphones to increase RP, currently the only way to call someone anonymously is through your phone and you have to send them a text first or receive a text from them to be able to do it which completely ruins the point of it being anonymous as they can tell who it is.

Reason:

Adding this would increase a lot of RP around the ability to remain anonymous just to name a few it could be used to communicate with police in situations where you dont want to reveal who you are such as hostage negotiation or kidnappings, it can increase a lot of RP for people who RP as serial killers or similar, it could add a possibilty for blackmail type RP, and also just add a way to prank call your friends or just general situations where you dont want someone to know who you are or dont want someone to have your number.

Ideally the way this would work is to just have a set number for all the payphones or similar so people can tell they are being called from a payphone at least as you would in real life. It could also be done to the extent of the map of payphones being split up into areas and that being shown in the phone number say like if a call is coming from the legion/pdm area the number would say 010-0000 and if it was in the mrpd/midnight club area it would be 020-0000. This would add the ability for people to go look in the area to try to find whoever is calling but not make it to easy as theres a bunch of different payphones around. It would also add the factor of whoever calling needing to be smart about where they call from, how long they call for and such.
