Cannot load schematics from schematic folder.

I have created a schematics folder in .minecraft, and placed a schematic I have downloaded from here. I have restarted the game several times, but when I run .b build smallhouse.schematic ~ ~ ~ It says it could not load the file. I'm on 1.15.2.
