Expose onAttach event for overlay service
Is your feature request related to a problem? Please describe.
We want to patch the overlay info on each open of the overlay. We used to do that onOpening of overlayService but now it no longer works.
Describe the solution you'd like
If you expose an event like onAttach then we can hook and patch the overlayInfo settings to have our desired outlet.
Describe alternatives you've considered
Currently we override the private moveElementToOverlay method of the overlay service and we're setting the info.settings.outlet to the elementRef we need.
