Time Picker does not scroll on mobile device

Description

The time picker does not scroll on a mobile device.

  • igniteui-angular version: Latest
  • Browser: Chrome 109.0.5414.117
  • Device: Samsung Galaxy S22 Ultra
  • Device OS: Android 13; SM-G998U Build/TP1A.220624.014

Steps to reproduce

  1. Open time picker on mobile https://www.infragistics.com/products/ignite-ui-angular/angular/components/time-picker
  2. Try to scroll
  3. Notice it does not scroll

Result

Scrolling is not smooth like on a desktop with the mouse wheel

Expected result

I'd expect to be able to scroll smoothly with finger swipes.

The behavior is reproducible in the date picker component as well – under Android 13 I am not able to scroll, under iOS 16.5 the scroll is not smooth.
