Dark Mode for Charts

Description

This is an AppBuilder app showing Category Charts, using a custom dark theme based on material dark, with custom surface background color (blue).

Expected result

  1. Gridlines should be 8% white. Axis and tickmarks should be 38% white (compared to our light theme ui kit).
  2. Titles should be 87% white, and axis labels 60% white.
  3. Tooltip should not have white bg, maybe it could match surface and have 12% white stroke.
  4. CHARTS in all themes (Material, Fluent & Bootstrap) should support dark mode.
