Bump base image version

libssl1.1 is now called libssl3.

Technically not blocked by

  • [ ] https://github.com/Icinga/docker-icingaweb2/pull/116

but that's the harder one and should serve as test balloon for this PR.

It would allow me to use a newer python version for check scripts.

Nothing to specific, just an attempt to set 3.10 as the minimum over all repos.
