Installing cem on offline environment

I am trying to install cem package on the offline environment. I used the following steps:

Install cem in the computer having internet Copy cem.ado, cem.sthlp, and cem-mata.do, and send it to the computer having offline environment. Install it. However, by this method, I am unable to install cem command. I have tried to copy those files from the different version of STATA for eg STATA 16.0, 17.0, and none of them worked. Could you please kindly suggest me how can I install the cem code on offline environment?
