UI Components Tutorial, Proposal

Note that this is in early discussion stage, and therefore still a draft.

This is a proposal and basis for discussion on how parts of the readme of the UI Components could be moved to a general tutorial like session in the ILIAS documentation. Note that a general template for such tutorial pages has been created by @acgruber and is used here. Further note, that some sections in the UI Components readme are proposed to be removed and replaced by a mere link to this tutorial page.

As promised in our last meeting, here’s the feedback to finalize this PR: The tutorial’s directory has been created for trunk, including placeholder mds with the sorted numbering we’ve discussed. You can find the respective .md you should use for this PR here: docs/development/devguide/tutorial/04-coding/04-ui-framework.md Please move your text to this file. I will then happily merge :)

We’ve also defined a standardized naming for PRs concerning the tutorial: „[Docu] DevTutorial: Text Proposal (topic)“ - so in your case: „[Docu] DevTutorial: Text Proposal UI Framework“. Please rename this PR accordingly so it can be used as a good reference for future tutorial PRs.
