Add extra line between help file and rule reference?

The new rule ID reference at the bottom of the help file appears immediately following the end of the file (may be a case here of the Who does this affect section being removed).

Suggest it makes sense to build in an extra line

If this "readability concern" is reported again, then a design pass might be needed to add a heading, bolding, or some other visual affordance to improve the ability to quickly see and identify the RULE ID and REASON ID.

However, in the case of many Help pages, there is a code example included in the help to delineate the RULE ID and REASON ID at the end of the What to do Help sections. See this example
