The ability to supply aat scanning configuration options via the API

Summary

Given there is a programmatic API, it would make things much simpler if I had the option to set the config options via the API rather than via a static yml or js file.

Justification

A programmatic method for supplying the config would allow me to generate a config dynamically depending on the scan run I am attempting
