Missing Latin Extended for African languages

Would be essential for IBM to support the tens of millions African users who need extended-a, extended-b, extended-c in order to use thier languages on the web and other apps.

For example Jula/Bambara is spoken by some 30 million in West Africa. It needs just the following (missing from plex):
