publish an official docker image

Description and motivation

It would be better if aihwkit could publish an official docker image with GPU support.

Alternatives and other information

So that you know, instructions are available to build your image using the CUDA file provided.

@kaoutar55 I assume you mean publishing to dockerhub or GitHub container registry.
