Build with Xcode16

Describe your changes

  • I updated SourceKitten to 0.36.0, and can now build with Xcode 16.
    • Could not build IBLinter with Xcode 16 and got compile errors in SourceKitten.

  • IBDecodable to 0.6.1
  • Sourcekitten same version as you
