I have tried installing as per the procedure mentioned in the docs, but keep getting the issue mentioned in the title, when I try to execute pyrcc5 -o resources.py resources.qrc

pyrcc is only avaliable in "pyqt5-tools" now. Just install:

pip install pyqt5-tools
