Executions gets stuck when running dive chain icon for more than 2 times

Steps to Reproduce

Steps to reproduce the behavior:

1. Run dive chain icon for more than 2 times
2. Observe for the second time it says Icon node already running but for the 3rd time it tries to start and gets stuck.

Expected Behavior

It should output that Icon node is already running.

Additional Context

For eth and hardhat it works for n no of times.

After this issue when trying to start eth or hardhat also fails, it gets stuck infinitely.

Same issue observed for decentralization too.
