Need to check for existing files when copying to destination

When copying files to the destination (in particular, when creating a new relationship) check if the file is already present. If so, we should have some rules around whether that file is valid such that we don't need to re-upload. Example rules could be

• File name matches AND
• Size matches AND
• Hash matches
