Fails to receive with max Power

Hi! I have problem with two Heltec WiFi Lora Esp32 boards with power=17 with PA_BOOST . First board - sender, second board - receiver. I send packets every 300 ms. After turning on the transmitter for some time I have errors on the receiver(crc errors). In the first 20-30 packets, Packet Error Rate(PER) reach 50-90%. After some time, errors disappear and packets are sent stably for a long time. After turning off the transmitter, this situation repeats. What could be the cause of the error? P.S. There is no such problem with lower power.
