Allow throttling of bandwidth.

As with BitTorrent clients, you should be able to throttle bandwidth. Say I have 25mbps download speed. I should be able to throttle bandwidth to 10mbps download speed.

I think users want this so their Internet connection doesn't clog with ZeroNet traffic.
