GUI didn't have percentage option

What steps will reproduce the problem?
- Open the Image Resizer as usual

What is the expected output? What do you see instead?
- I think the GUI also provide the option for percentage resizing

What version of the product are you using? On what operating system?
- R33, Windows 7 32-bit
