Missing npm install instruction in the setup guide

Just setting this up for the first time ready for the dotnetsoutheast codeathon on Saturday. The web project wouldn't build without me doing a manual npm install in the AllReadyApp\Web-App\AllReady folder. This isn't mentioned in the setup documentation.

@jonparker I only tried the web project, but other than having to do the npm install, it worked well :) Thanks - really looking forward to it :)
