Shift and Ctrl keys don't work after importing level

After importing a level, the shift and ctrl keys no longer work for specific actions such as moving objects small distances or scrolling to zoom with the Scroll Zoom mod. Shift still works for typing capital letters, but that's about it. I have to restart the game to make it work again. This bug only happens when importing a level, not exporting. It also doesn't happen if you cancel the level import, only if you actually import a file.

Exporting a level seems to fix the problem (until I import another level) without having to restart the game
