Sidecar Manager role needs permissions to creare user tokens

The Forwarder Manager role has the permissions to create tokens for the forwarder user, but the Sidecar Manager role does not have the permissions to create sidecar user tokens.

without this permissions it’s not possible to create new sidecars, so this seems like a fairly critical omission.
