Migrate Lookup tables rest of code to TypeScript

Description

Recently, immutable entities were implemented. Some of the code was left behind in the old standard. This PR is to update the rest of Lookup Tables code to TypeScript

Motivation and Context

Ongoing effort to migrate code to TypeScript

How Has This Been Tested?

No new tests added since this is just a refactor.
