"Minimum CPUs big" value changes.

For battery saving, I've decided to set all of my big CPU cluster to offline. Since hotplug, I can only set them as "Minimum CPUs big" value equal zero. Nevertheless, I've noticed (because of increased drain) that sometimes this value changes. The "zero" setting is always applied at boot but somehow, sometimes it just changes. Device is Motorola Moto G4 (athene).
