Transform cage rotate/scale click targets extend too far on narrow shapes

Shapes with long-and-narrow aspect ratios have their Transform cage rotate/scale click targets extend too far along the narrow axis. Additionally, the long axis scale click targets are superseded by the narrow axis's click targets, causing an attempt to scale one axis actually scales the other axis (see end of video).
