Update icon size in button and badge component

Acceptance Criteria:

Compact button icon size should be 18px. Use updated token from https://github.com/GovAlta/ui-components/issues/1559 --goa-icon-size-s or icon size small

Badge icon size should be 16px. Use new token from https://github.com/GovAlta/ui-components/issues/1559 --goa-icon-size-xs or icon size extra small
