[TW-1674] Monthly recurrence can slip from 29-31 to 28th day in the month

I noticed this with taskwarrior 2.5.1. The parent task is:

Created:           2017-10-21 20:26:27
Due:               2017-11-07 00:00:00
Recur:             monthly
Wait until:        2017-11-01 00:00:00

Child tasks have been spawned on the first day of the month as expected until one was spawned 2019-02-28 (two tasks spawned in the same month).
