Update to latest Provider Version (v6)

Hi! Is there any timeline for this to be updated to the newest Google Provider version (v6)? I'm currently seeing this as a dependency problem for upstream modules/blueprints such as one of the Cloud Spanner templates/blueprints from Google (uses workflows to do backups). Thanks! Lucas

Of note is that I'm seeing RenovateBot put in a PR to do this, (https://github.com/GoogleCloudPlatform/terraform-google-cloud-workflows/pull/22), but if you go over to "Checks" on that PR, you can see that the cloud build check failed two weeks ago, and I lack the access to whatever cloud build project to see what the error is, and potentially fix it. That said, it is running ago as of nine minutes ago. Maybe someone kicked it off?

Can someone from Google let us know what the error for the cloud build is, and whether it is something easily fixed or a timeline for the fix if it is already known and planned? @anaik91 you are listed as the code owner for this, so just tagging you for visibility...
