feat(oracle): add the ability to extract historical data for Statspack extracts

• Modify Statspack collection to be able to extract historical data vs only recent.
• Filter out restarts between snaps.
• Modify status messages for Statspack collections
• Ability to specify a DBID for imported statistics.
• Default to 30 days, but allow any range.
