When run at the same commit (9f36f093164475da9f59e0ac20ba9366eafeee0d), this test passed in one build (https://github.com/GoogleCloudPlatform/cloud-sql-proxy/actions/runs/19022168274) and failed in another build (https://github.com/GoogleCloudPlatform/cloud-sql-proxy/actions/runs/19022168274).
