When run at the same commit (2ce5620374dd2b4c440baad3a0c2b2ea7110a510), this test passed in one build (https://github.com/GoogleCloudPlatform/cloud-sql-proxy-operator/actions/runs/8964355798) and failed in another build (https://github.com/GoogleCloudPlatform/cloud-sql-proxy-operator/actions/runs/8948220928).
