Linkage Checker and non-JAR artifact

As per a report, https://mvnrepository.com/artifact/org.apache.beam/beam-runners-direct-java is having an empty JAR and causing failure in Linkage Checker.

Why this artifact special? https://search.maven.org/artifact/org.apache.beam/beam-runners-direct-java/2.30.0/jar shows it's just normal JAR artifact.

I encountered a similar error on jackson-bom. I think this code below addresses the problem.
