update & add jdbc template

  • refactor jdbc io template jdbc io date and timestamp etl is specializing for MySQL some date type schema should not be converted like SQL Server. so refactor existing JDBC IO and add New template MySQL and SQL Server

  • fix time stamp format please look at this pr h -> H https://github.com/GoogleCloudPlatform/DataflowTemplates/pull/372

  • add schema pass bigquery schema to truncate exisiting table

Unfortunately we ran behind on reviews, and the structure of the project changed a bit. Is there still interest in pursuing this change?

We can work together on a plan to resolve conflicts + review the code.
