[Bug]: Cannot create DLQ table through Console UI workflow

What happened?
The description of the outputDeadletterTable parameter says "If the table doesn't exist, it is created during pipeline execution"
This definitely works from the CLI. (i.e., the job creates the new table.) However, if I run the template from the Console, and specify a new table for the pipeline to create, the validator shows an error: "Table not found"; and I can't run the job.
