Fallback to English when a translation is not available

This behavior is implemented in developer.chrome.com. Whenever a translation is not available but English version exists, it should be redirected to the English version.

Thanks for raising this. However, we are moving to a new platform and content on this site is now frozen. As this is about the site, then it shouldn’t be an issue after the move.
