CI checks failing due to missing google-cloud-sdk-datastore-emulator package

Looks like the 'google-cloud-sdk-datastore-emulator' is not getting installed during the CI checks. As such the PRs are blocked due to this failing checks. For example, here is check on my PR: https://github.com/GoogleChrome/rendertron/runs/2515818224?check_suite_focus=true
