RFE: Convert existing .docx SSPs to OSCAL

A lot of `.docx` SSPs floating around need to be converted to OSCAL.

With this feature, does that mean that if the OpenControl SSP is in NIST 800-53rev4 than it will get converted to OSCAL SSP in NIST 800-53rev5?

Based on discussion at https://gitter.im/usnistgov-OSCAL/Lobby UUIDs are supposed to be random UUIDs, but are allowed to not change when content of the element does not change.
