feat (flex-linux-setup): add command to restart admin-ui

We need a command in the Linux distro to restart admin-ui.

  • [ ] It should restart jans-config-api (to restart the backend)
  • [ ] restart jans apache2 server (to restart frontend)

CN version doesn't require built-in restart command. All will be handled by Kubernetes.
