duplicated comments

Hi,

I've encountered a strange behavior. If I make a comment on a paragraph which has the same or very similar content (1-2 words different) to another paragraph, the comment will show up on every affected paragraph.

Is this an intended behavior or a bug?

Also, comments cannot be made on entities only a few characters (3-4) short.
