[Feature] Material Navbar on landing page (Mobile View)

Feature Details Currently the nav bar on mobile view when the site loads is as below (fig. 1) New Design for the landing page is as shown below (fig. 2)

Additional Details When the page loads the New Style, the design shown in fig. 2 will be displayed. After the user starts to scrolls it will fade out and convert to current nav bar shown in fig. 1 Again once the user scroll back to the top, the current nav bar will fade out and new style design in fig 2 will appear again.
