WIP: Refactor

The grand refactor for 0.9.0.

Summary of changes:

Refactor how methods are selected and run
- Closes #36
- Should address #50
Android support (closes #40)
Migrate CI to GitHub actions, remove TravisCI and Appveyor (closes #59)
Improves NetBSD support (#45)
Initial groundwork for Solaris support (#41)
GitHub actions runs on Windows Server and 10. If there are issues with Win Server then they can always be fixed later. Closes #43.
