Exception occurs on startup when a part that injects the active shell is visible
To reproduce:
- Launch the application with a clean workspace and config
- Make the Discovery part visible (i.e. bring the tab to the front)
- Close the application
- Re-launch the application without clearing the workspace etc.
Result:
- Exception generated (see below)
- Part does not finish initialising and does not display correctly

After further analysis:
- Exception only occurs when application is launched without clearing the persistent state (e.g. when reading from a persisted workbench.e4xmi file)
- In this case, the Parts are instantiated by the Renderer before an active shell exists
As a workaround, active shell injection can be made optional in Parts. These fields will be injected once the active shell is set on the context, and will be available before the window is made visible to the user (and before error dialogs etc. are generated).
A better solution would be to try and ensure the active shell is set before the parts are instantiated, but this might need to be done as changes to the Eclipse code which might make the solution brittle.
Changed severity to minor as workaround exists.
