Anonymous and users can not view resources linked to a group when Advanced workflow is Enabled

Expected Behavior

Users with perms should access published resources.

Actual Behavior

After the Admin has approved and published the resource:

• Anonymous and members outside the group its linked to can not see dataset , yet (For dataset perm Anyone == Download) and For map Anyone == View)

HINT This could be from GROUP_PRIVATE_RESOURCES setting

Steps to Reproduce the Problem

1. Enable Advanced workflow
2. Log in as a member of a certain group.
3. Create a resource and assign it to a group above
4. Login as admin, approve and publish the resource above
5. Ensure anonymous users have view perms in share permissions
6. Logout and check list of resources
