Thesauri with no title localization do not appear in GUI

Expected Behavior

If no localizazion exists for the thesaurus title, the dropdown for selecting a thesaurus item should have as title the default title.

Actual Behavior

If no localizazion exists for the thesaurus title, the dropdown for the thesaurus is not shown at all.

Steps to Reproduce the Problem

1. create a thesaurus
2. make sure no localization for the title exists
3. open the metadata editor for a layer or map (either wizard or advanced)
