Upgrade strategy.data.gov to Supported Static Site Framework and GH Actions

User Story

In order to maintain an updated website, data.gov team wants to upgrade strategy.data.gov to a modern static site generator workflow.

Acceptance Criteria

[ACs should be clearly demoable/verifiable whenever possible. Try specifying them using BDD.]

• [ ] GIVEN strategy.data.gov is to be maintained in perpetuity AND the Jeckyll static-site framework is deprecated AND CircleCI workflow is being phased out THEN datagovteam would like to ensure that site generator and workflows are up to date
