Document procedures to remove a sysadmin account

Removing a user from sysadmins_list as described in our wiki does not change the user sysadmin role until the next time user logs in. Until that happens, user will continue to be considered as sysadmin by CKAN and receive notifications targeted for all sysadmins such as reports from harvesting.
